Plant-Applied External Coal Tar Enamel Pipe Coating Systems: Application, Performance, and Quality Control
This standard establishes minimum requirements to ensure proper application and performance of a plant-applied coal tar enamel system to the external surfaces of pipe. Included are methods for qualifying and controlling the quality of a coal tar enamel system, guidelines for its proper application, and inspection and repair techniques to ensure its long-term performance.

This revision of SP0399 includes the following updates:
NACE TM0115 is referenced as an alternative option to ASTM G8. The requirements for cathodic disbondment testing permit a more direct comparison of coating performance from both qualification and production testing.
To avoid contamination or other adverse effects on the coating, this revision requires products to be shipped and stored according to manufacturer instructions.
Coating suppliers (manufacturers) are required to conform to local VOC requirements.
Appendix A has been identified as nonmandatory.
