The BNY Mellon faced the considerable challenge of repainting the exterior of the 54-story, metal sided One Mellon Center located in Pittsburgh, Pennsylvania. Located in the heart of the downtown, traditional methods of surface preparation and coating application were not viable options. BNY Mellon took the unusual approach of designing the entire project, from the means and methods, to equipment & staging versus the more traditional process of letting a painting contractor design the work sequence and approach. This work involved creating an internal design team from securing the services of outside experts (consultants) within each of the various disciplines expected on the contract, from an Architect, Engineers, Coating Consultants, Mechanical Engineers, etc. to work directly with BNY Mellon to develop the initial design specifications.

In addition to developing the design criteria, BNY Mellon incorporated a unique and multiple step bidding and award process that enabled all of the parties involved from the prospective construction management companies to the numerous painting contractors as well as paint manufactures to submit multiple proposals, allowing each to refine their scope, approach and estimate with each submission. Besides the multiple submissions, the interested parties were provided the opportunity to present (in-person) their ideas, thoughts, and proposal to BNY Mellon’s internal design team. This paper details this owner’s approach and the project’s initial start-up.
