Abstract
Traditionally, many entities are responsible for the ultimate success or failure of a coatings project, including the owner, engineer, contractor, coatings supplier and inspection agency. In this paper, the author examines the historical changes in the roles of the project participants and identifies project strengths and weaknesses these changes have produced in contemporary industry.
