Abstract
This paper identifies the problems with current inspection procedures and discusses a proposed standard for levels of inspection that the owner will specify in the contract documents. The paper identifies the problems and cost to contractors and owners for inspection without clear and specified inspection standards and will demonstrate a savings without compromising the quality of the work. Levels of inspection will start with Level 1 and proceed to Level 4 with owner and inspection control increasing accordingly and contractor control decreasing as the levels increase.
