The first five years of the 21st century have seen growing social concern in Japan over reports of an increasingly high rate in the occurrence of industrial accidents, especially in the field of chemical process industries (CPIs). One of the governmental ministries concerned has issued an official notification regarding the prevention of industrial accidents. This notification addresses three aspects of the problem, namely, 1) actions taken at the management level in enterprises belonging to this group of industries, 2) the human related factors involved such as the pronounced lack of adequate sharing of technical information, and 3) technical related factors such as the diagnosis of deteriorated equipment. This paper will discuss the present situation regarding material failures and accidents in CPIs, corrosion management to prevent failures and accidents, and Japanese governmental research activities aimed at keeping chemical plants safe and productive.
