Abstract
In the rail industry, a paper presented at the 1993 meeting of the Car Department Officers’ Association has identified tank cars and hopper cars as being confined spaces subject to regulation by OSHA 1910.146. This has produced a definite change in the rail car industry in man power needed for fabrication and refurbishing, in training, and in safety procedures. Requirements for the Confined Space Permit Procedure are presented.
