Abstract
Coating costs are escalating due to environmental (Clean Air Act, lead paint disposal, etc.) and OSHA requirements as well as a shortage of trained craftsmen. Project management by the owner, which includes planning and constructability review, can control these costs. Maximum benefits occur when people with coatings knowledge and experience become involved at the very beginning of a coatings project. When the project is first conceived and funding committed, the owner can reduce the overall project cost through up-front planning with the aid of contractors and manufacturers.
The information presented in this paper is a case history of one utility's experience managing two coating projects (total cost of four million dollars), utilizing the "Constructability Review Process".
