Low average protective coating resistance on pipelines installed in seawater and similar very conductive environments introduces special problems in the application of cathodic protection. This project illustrates the significant effect that electrical attenuation has on restoring cathodic protection to an older pipeline crossing of Newark Bay south of New York City. Also noted are some of the non technical problems associated with private, state and federal involvement which have caused many delays in completion of the work.
