Typical Florida housing construction is concrete block on concrete floor slabs with steel reinforcing mat. This steel reinforcing is often common to the metal plumbing. Generally the water lines within the customers' houses are copper and the plumbing below grade is plastic and cast iron. The water lines become metallically common because of connections between the hot water tank and the electric service neutral. Some builders bond between the rebar mat and the service neutral at the service disconnect box.
