"Bury it and forget it." "Out of sight, out of mind." These two cliches may be truisms in many instances but in the electrical industry and especially in the area of URD, this certainly is not the case. The electric utility business has for years attemped to design its systems for 30-plus years of useful life without the necessity of too many major repairs or updatings. The whole monetary rate structure of a utility has been based to a great extent around this concept. Modern URD has been in use for less than 15 years, the majority of it being installed within the last eight years. Comments are already being heard and reports are being written from different areas around the country concerning problems which are arising out of the URD system.
