In this paper, the role of the independent specifier in dealing with environmental regulations is discussed. Many of the statements are conjectural in nature and discuss alternatives rather than the policy or philosophy of the writer. The specifier's obligations to reduce the risks of the Owner, the Contractor, the public, and him/herself are emphasized, as are the advantages and disadvantages of precise method versus end-result type specifications. The paper deals not only with the technical aspects of the specifications, but also emphasizes the General and Supplementary Conditions which must be a part of any good coating contract. The reader/listener is made aware of the value judgments to be considered in developing his/her approach to preparing specifications.
