The formation mechanism of the deposit-type protective layer on steel in cooling water containing corrosion and scale inhibitors was investigated in terms of electrokinetic phenomena. The protective layer is deposited on the steel surface; the surface charge, however, is neutralized when the polymer electrolyte is added to the solution, thereby controlling excessive scaling.
