The Office of President's Science Advisor has been recently created—again—and the position recently filled by Dr. Stever who was formerly head of the National Science Foundation. With a clear emphasis on the nation's technical resources, it is appropriate to ask what kinds of programs will implement this renewed national intention. While I doubt that much will be forthcoming until after the November elections for all the obvious and pragmatic reasons, this office of the Executive Department will hopefully serve as a nucleus and catalyst for the growth of a stronger technological fabric.

The President's Science Advisor, plus an Office of Technology Assessment in the Congress, may be synergistic in stimulating a new level of development or a new strength in the nation's technological fabric. Hopefully these offices, operating in the traditional thrust and counter-thrust of the Executive and Legislative Branches, can integrate over the broad range of industry, government, university,...
