The first and only Electrolysis Committee formed in suburban Philadelphia was started approximately 31 years ago. Known as the “Delaware County Electrolysis Committee,” it functioned officially only within Delaware County and consisted of an Executive Committee and Sub-Committee. The former group was made up of utility executives, while the latter group consisted of engineers and test men responsible for all testing and for the reports of such tests. The Chairman of the Sub-Committee, appointed by, and a member of the Executive Committee, presented the reports prepared by his men to the executives for approval. For ten years the Delaware County Electrolysis Committee operated in this manner.
In 1927, the Delaware county association was reorganized without an Executive Committee, confining the work to the engineers and test men. This, however, did not prove entirely satisfactory, as there were no officers and there was no one to coordinate the work. So, in...
